Philippine Overseas Employment Agency (POEA) chief Hans Cacdac warned of agencies in the Internet with the intent of scamming Filipinos who would like to work abroad.

In an interview in PTV’s Media in Bayan, Cacdac in particular emphasized the illegal recruiters in Japan who supposedly have the capacity to help Filipinos find a caregiving job in that country. He clarified that hiring of caregivers in Japan is on a government-to-government basis, and not through an agency.

Another common modus of illegal recruiters in Japan is making the hiring simultaneous with language training, giving the promise of illegal hiring if Filipinos sign up in the language institution.

POEA insists on Filipinos applying in a recruitment licensed by the POEA to ensure protection should anything happen to them while working abroad. The credibility of recruiters may be checked by heading to the POEA office, through their hotline, or through their Web site.

Cacdac says the fight against illegal recruiters is still ongoing. For the past four years, they have already cancelled the licenses of 250 illegal recruiters.

In the radio show, Cacdac answered questions from overseas Filipino workers (OFWs), both current and prospective. He clarified that an agency may charge placement fees, unless the OFW is a domestic worker or works in a maritime agency, or unless the country where the OFW is working does not allow charging of placement fees. The placement fee may only be charged either as a salary-deduction basis, when the OFW starts working, or once the OFW has been hired. The agency must also issue a BIR-authorized receipt when charging placement fees.

Cacdac also discussed the many job opportunities waiting for Filipinos abroad, particularly in the Middle East, Singapore, Malaysia, and Japan. He also said POEA is monitoring the effects of Brexit in order to determine whether this will also have effects on employment abroad.
