The total ban on Filipino workers in Kuwait has been lifted fully. But President Rodrigo Duterte still wants to have the absolute penalty over the killing of Filipina domestic helper Jeanelyn Villavende.

ABS-CBN News said that President Duterte will be visiting the Gulf State and ask the government to “cut off the heads” of the employers of Villavende who was allegedly responsible for his passing.

“And if they can follow it through following their laws, I would ask for…I will ask for the maximum. I want their executioner to cut off the heads of those who are responsible for the death of the Filipina,” says President Duterte during a press-briefing.

It can be recalled that the Philippines imposed a total deployment ban of Filipino workers going to Kuwait after the gruesome passing of OFW JeanelynVillavende, the OFW who was sexually abused and tortured to death by her employer.

Currently, the employers of Villavende were detained and will soon undergo a trial.

“But in the Middle East, while I talk my heart bleeds. Kaya pupunta talaga akosa Kuwait. I have to go to Kuwait,” says President Duterte.

To ease the tension of both countries, the Philippines and Kuwait signed a harmonized standard employment contract to protect the welfare of Filipino workers.

The new contract stipulates that employers should not keep the passport of their workers. They will also be allowed to utilize their mobile phones after work and during their day off.
