The Taichung District Prosecutor’s Office identified the Filipina as “Nelsa” who victimized her fellow Filipino into investing money in a currency conversion that involves Taiwan New Dollar and the Philippine peso.

In October 2017, Nelsa was investigated by the Taiwan police for running a smartphone-purchasing scam which turned out to be a fraud. After she was busted, Nelsa once again started a new scam in 2019 and named it the “High Exchange Rate Investment Program”. To run the operation, Nelsa also recruited six other agents in Chiayi, Taipei, Taichung, and Taoyuan. They were tasked to introduce the program to other Filipinos through social media.

The fraudulent program preyed on the remittances of OFWs to their families in the Philippines. A higher rater was introduced to them and gave them false hope that the regular exchange rate will be four times higher if send through the program.

But instead of acquiring higher exchanged rates, the families of the OFWs were not able to receive the remittances. More than 200 OFWs became victims of Nelsa’s fraudulent activities.

Nelsa is currently being investigated for her violations in the Banking Act and committing fraudulent activities.
